City Manager Lotter on Admin Leave, City Clerk Powell Takes Reins of City

The city of Eureka announced today that recently selected City Manager Dean Lotter has been placed on administrative leave and City Clerk Pam Powell is in charge for the time being.
The move comes four months into Lotter’s tenure after the city conducted an extensive search to replace Greg Sparks, who retired late last year. Read more about Lotter’s selection here and here.
Powell, a longtime city employee, will assume the role and responsibilities of acting city manager, according to the brief press release.
“Acting City Manager Powell will continue to lead the remaining COVID-19 response and begin taking the actions necessary to safely move our community, and our economy, forward,” the release states, ending with the statement: “No additional information can be provided at this time.”
The move comes one day after a report on Lost Coast Outpost that noted the Eureka City Council met in closed session to evaluate the performance of the city manager, the city clerk and the city attorney on April 14, April 16, April 20 and April 27 amid the COVID-19 outbreak. Those three positions are the only ones directly under the purview of the council.
Lotter, formerly the city manager of New Brighton, Minnesota, was selected for the Eureka post back in October, rising to the top of 40 applicants in a months-long recruitment effort that culminated in five finalists making their way to Eureka for the last stage of the process.

Today, the Eureka City Council announced that City Manager Dean Lotter is on Administrative Leave. Effective immediately, Pam Powell, City Clerk, will assume the role and responsibilities of Acting City Manager.
City Clerk Powell was appointed to the City Clerk position in 2009 and has worked in Eureka City Government since 1993. At Council’s direction, Acting City Manager Powell will continue to lead the remaining COVID-19 response and begin taking the actions necessary to safely move our community, and our economy, forward.
