The person supposedly representing the county making this claim is wrong, period. Rather than coming to a logical conclusion about a simple sentence, their understanding is that an "impossible" law was written in the first place. If a county representative can't decipher a logical interpretation of the law, the person isn't really qualified either. Who is supposedly representing the county?
