The Coastal Commission has a hundred GOOD reasons to axe the thing, and the very spirit of the environment it's been assigned to protect is certainly a legitimate one of them. The "least sexy" in your words, option for reasoning a thumbs down to a big time development project....located on an extremely unique and dwindling landscape, justly zoned. There's only one northern california coast, and we're all lucky enough to be able to share it. Why do you think the benefactors of the bill are begging we, the people, to trump our own elected representetives in the matter? You can say it does-or-doesn't greenlight this or that box, and it's all fluff, but the idea is undoubtably associated with the property owners getting a break and a big short cut, enough that they'd dump tens of thousands of dollars (at least) into campaigning the public to become their lobbyists way or another.
