The reason nuclear power generation gets compared to nuclear weapons is that each and every reactor is in essence a potential dirty bomb. The definition of dirty bomb is a deliberate radioactive release, and by attacking a nuclear power plant terrorists could cause a deliberate radioactive release. why would we put these materials close to population centers? They are targets plain and simple, and potential dirty bombs.
