I suggest that, if you haven't already, someone check with 'The Outdoor Circle' organization. They have a storied history of opposing billboard blight, with many notable victories in that struggle.
I get it about the value of the signs to some businesses. Good to support (especially small-medium) LOCAL businesses. Think the conflict between the 'value' to business of keeping the signs vs the enhanced beauty of losing them could be worked out locally.
