This just might be a good idea if whoever is in charge isn't a crazed, anti-pot abolitionist.
Pollution is pollution across the board and we all know that this Earth is definitely polluted enough. I'm all for environmental laws that protect our air, land and water as long as they are fair and enforced for everyone systemically and effectively without prejudice. Big, rich manufacturing polluters should not get special treatment or tax breaks or anything that the small time grower doesn't get too. It's about time we all realized that once we destroy this planet we're basically screwed. Everything we ALL do matters and we are ALL in this mess together.

How about a Head Czar to watch over all the other Czars?
These carts are expensive. But why continually pick on homeless or other destitute people? Why not give them an alternative to use instead of shopping carts that the general public must use to get groceries? I find it very insensitive to expect these people to live on the street and carry their belongings on their backs. Why not give them ALL a decent place to get off the street and keep their things without threat of someone stealing what little they have.
When did all of us "fortunate" become so jaded and selfish to NOT see that we are ALL only a step or two up from being on the street pushing our clothes around everywhere we go?
As far as retrieving and cleaning the carts, well common sense tells us that that responsibility should be on the shoulders of the owner, however they decide to do it.
This article and comments has made me realize just how filthy and disgusting shopping carts are and how much I detest putting any of my fresh veggies or fresh baked bread or anything into them, PERIOD!
I suggest mandatory, immediate, Federal shopping cart legislation that addresses all the associated problems with these necessary evils. Can you just imagine how many plagues and infestations have been caused by an innocent shopper just using a cart? UGH!

Why does this guy keep getting probation for obvious severe violations? It appears that no one is monitoring his probation even though he keeps getting it instead of doing time.
I sure wouldn't want him free and wandering around where I live.
What is law enforcement waiting for? Why hasn't he been locked up for even one of the various felony charges he keeps getting?
This guy needs to be locked up and off the streets. When he eventually kills someone cops should be held accountable for letting him be free with a record like this. RIDICULOUS!

This seems like a good way to encourage violence between growers and environmentalists. Therefore NOT a good idea. The way of the future is legalization of marijuana so it would seem that treating these growers like any other polluter with legislation and environmental laws and rules as well as having the manpower to enforce them would be the correct way to make the necessary changes. What this controversial issue does not need is radicals and growers armed to the hilt defending their position.

After reading my comment over again, it just doesn't seem like enough punishment for this hideous of an act. I know the courts are tied up with murderers and such but this guy can't get off with just a slap on the wrist. He's got to do some time, somehow. I just figured that if the state worked his butt off maybe that'd make a impression on him and he'd think twice before trying this again. You know IF he does ANY time for this it's not going to be much. I'm sure this isn't the first time he has done this type of thing. I just want it to be the last.

Wondering what punishment this guy is going to get..and thinking that no matter what it is, whether it is jail time or paying restitution that it can't possibly fit the inhumane nastiness of the crime. These trees are priceless. How can you punish him enough for destroying something priceless? He needs to be made a HUGE example of to deter others like him from even considering doing the same.
I say instead of warehousing him someplace or making him pay a fine, why not put him on a work detail from 6 a.m to 6 p.m everyday cleaning up garbage and debris, hard physical labor all over California. Let's say he gets a year of this 12 hours a day working his behind off and a HUGE fine to boot. Call it payback for destroying. Makes good sense to me! Otherwise this will keep happening, sad to say.
