@ Brian An example of a reason they may be locked up for long periods of time. One of the inmates I have corresponded with has been in the SHU for 13 years. His reviews are EVERY 6 years to see if he is suitable for release from the SHU. This means no gang activity etc. The CDCR needs 3 new pieces of information to have an inmate remain in the SHU. This could be information from another inmate who decides to debrief and "snitch" on an inmate. There is no court hearing on these cases and the inmates do not know where the information originates from. G had in his report that he was standing near gang members in the yard. This classified him as having gang relationships. The problem was, he was in the SHU! There is no yard, or anyone to talk to. Therefore that piece of evidence was discarded. He also had artwork of an Aztec warrior, the artist signed it, a gang member, so this implicates him to have continued gang associations. His 6 years will be up next year, and he has no hope of coming out of solitary because this is what is happening in the system.
