The problem is in car culture California billboards really work. Interesting history factoid: Before Hwy 101 the billboards in Eureka faced the WATER. The better to attract the attention of travellers on incoming ships.

Marcy admits that the issue is enforcement of laws already on the books. Since she is a journalism professor what makes her qualified to pass judgement on legal matters? There is no law against having two laws outlawing the same crime! Stick to journalism commentary, Marcy!

REDDC saved some buildings in Eureka; but it hastened the destruction of many others with its "The City's way or the highway" attitude: Coggeshell Launch Bldg, Lazio's Fish Company, Mansion House Hotel, original fisherman's warehouse, Woolen mill, Tosca & Scandia rooming houses, Buhne Warehouse, Inside Track souvenir shop, etc. After the initial investment push the city should have gotten out of the way and let the private tourist industry invest in and rehab what remained. With the prospect of big cut rate taxpayer money to be had and city regulators and attorneys nitpicking at each proposal the tourist investment community was paralysed into inaction.

Thank you for a very informative article. Buying foreclosed houses at staircase auctions is not for the feint of heart. These auctions should be better publicized, however. There should be some sort of regional registry of foreclosed homes about to be auctioned. It would help reach a martket clearing price for most of the vacant inventory much more quickly. The financial instituions would benefit from more buyers taking part.
