here is the process: commissioner emad resigned. his term was up on Jan 31, 2011. the county posted this vacancy on Dec. 8 at the library. the board voted for mark lovelace to go see if he would reconsider his resignation. he did. here is where it gets fuzzy, one can only resign from a current position, so to state that it was clear he would be reappointed for his next term is taking a little liberty with the truth. also, supervisor lovelace stated that any supervisor could have went to the drawer and looked at the applicants. guess what? there weren't any new applicants since Dec. 8th. this is because the public was not even aware there was a process for picking somebody different. the next week the agenda came out (friday afternoon with a monday holiday) and said to reappoint commissoner emad for 1 more year. this is when people got upset and a bunch of applications came in. this is perfectly legal, the county code just says they appoint a commissioner, no mention of a process. i hope supervisors bass and sundberg learned a valuable lesson: don't trust the people next to you up there. a more honest discussion could have included, "do you guys think we need a different commissioner?, because we could advertise for that." what the new supervisors got was something along the lines of "you should have known..." yes, after 24 hours on the job, they should have known. way to start a relationship.
