The math doesn't work here. If ECS was losing $6.4 million from transfers, with each ADA worth $8,000 annually, that would be 800 students. The whole Cutten school district has less than 600 students. So, clearly it isn't the main culprit here. Where are all of those other transfers going?
BTW, doesn't it stand to reason that if a school had fewer children, they should reduce expenditures to adequately provide for those kids enrolled without breaking the budget. It seems like their budget woes won't be solved by changing the transfer rules.
One last thing... exactly how does limiting school district transfer options benefit children?
