There are 2 large, mainly vacant lots near the Warfinger Building, one fenced and one open, that are city owned and would make a perfect temporary legal campground for the current homeless. These properties can be made ready with little city investment and effort. The city can install toilet/shower facilities, along with a cooking area for very little money. Actual numbered camp spaces, walkways, etc. will not be expensive. Even expanding the fence to include both lots, and installing a tree/bush line around the property would be a great, inexpensive improvement over what is there now. When/If the city's "re-homing" plan gets underway, and the lots are empty, the city's investment can be recouped by transitioning the lots into a public, fee based campsite run by the marina office at the Warfinger building.
