@Fred: The authorities with jurisdiction to set policy determine what is considered a large scale operation. According to State law on Jan. 1 everyone can possess 6 plants and an 1 ounce, regulated by their local authority, whereas a 215 patient can potentially cultivate a greater number of plants and definitely have more meds on hand. For example, the County will allow a 215 patient 99 plants and 100'sq of space, and anything greater is considered commercial. What the local jurisdiction deems commercial is what the State recognizes as such and there is a requirement to meet regulatory compliance at that point. It's pretty straight forward; comply, get one's shit together, and pay taxes - or find another line of work!
