"Transients" do not go away just because you can't see them. Sweeping homelessness under the rug doesn't deal with anything, it just gentrifies the community. According to a 2015 survey the city conducted, 84% of homeless people were living in Santa Cruz when they became homeless. More and more people are becoming homeless or downsizing because of sky-high rents, evictions happening everywhere, and just because people don't want to see them they've been criminalized, marginalized, and displaced from their own community.
