Good thing these bands are smarter than you! It's THEIR CHOICE, first of all, to submit their music for use; they are not being sought out actively, but rather given an opportunity. The band receives free publicity from being played to a very diverse audience which may have never heard their music before. Meanwhile, our already cash-strapped local government can avoid paying for a highly unnecessary service.
Besides, all the cool kids know: real artists aren't in it for the money. :)
