It will never happen because the money doesn't exist and the infrastructure to support it would could millions not counting the quarter of a billion dollars to restore the tunnels, remove the rails, clean up the slides, repair the washouts, fill the slip outs AND THEN grade for a trail. Lets see, a cyclist goes down half way between Island Mt. and Alderpoint. He would be dead by the time a helicopter got to him........
