Forget that testing for potency is hardly reliable or consistent. The mess of tracking of taxation that varies from SKU to SKU is insanity. They already pointed rightly to over regulation also being a major issue in the high cost of regulated cannabis.
So they recommend making the system both more complex and more regulated. Get ready for another 5-10 years of government mismanagement in what should be a mom an pop, country roadside industry. The high demand for affordable cannabis that drives black market is driven by both lingering prohibition AND over-regulation/taxation.
Can we just grow up and quit making cannabis such a THING.
After all, the "black market" is also made up of many mom an pop operators who simply cannot navigate nor afford the afore mentioned, too- complex regulated licensing system. Still they attempt to provide to their communities and are called out as criminals.
