I like the thinking out of the box, but we do have to think within the bounds of reality.

Unfortunately, the amount of inbreeding in this area would necessitate the importation of considerable numbers of manual labor from outside the community. This would be a problem, as the community is not known for its open-armed attitude to outsiders, or "furriners" as the local dialect would have it. It would, therefore, be somewhat cost-prohibitive in terms of variable capital costs, as the increased cost due to hazard pay would likely break the bank.

The alternative of utilizing the local labor pool would only exacerbate problems by ensuring the need for future renovations due to shoddy workmanship. In short, these inbred yokels couldn't build a soapbox derby car, let alone a state-of-the-art spaceport.
