This has nothing to do with the syringe exchange. You can purchase needles online or you can walk in to most pharmacies all over California and purchase 30. (3 bags)
If this was a problem for the syringe exchange or the people who use it, well... it just doesnt make sense, if a person wants needles, person has to bring in needles to exchange for new ones. Leaving the # left laying around randomly to the people who most likely do not use the exchange services.
If the cities who are suffering the most from overdose and needle problems adopted the idea of having a safe place to get their fix , where the needle is then put in the proper receptacle, and people can be monitored for overdose, and also have the ability to access treatment options all in one place seems like a better way to move forward. Not supplying this kind of place for people to fix , just pushes people out into the streets and parks and everywhere you dont care to see a needle laying around.
You cant just pretend a problem doesnt exist and expect it to go away. The old way of thinking is outdated and needs some definite reform .
