State Budget Deal Done: The Sac Bee's Capitol Alert reports that legislative Democrats have bought the vote of Republican Senator Abel Maldonado, meaning that they now have the votes for a budget deal. What did Dems give? Among other things, a weird referendum for the 2010 ballot that, if passed by voters, would completely reshape future California
