Charles has written on law, history, and society in the American West, with major emphasis on American Indians. His books include the standard law texts on federal public land law and Indian law. He has served as counsel for several tribes and taken on special assignments for the federal Departments of Interior, Agriculture, and Justice; states and cities; and Indian tribes.
