There are only three exits from the scenic byway: the south end at Prairie Creek, the north end at the 101 junction, and the scenic overlook exit. Wouldn't it be cost effective to set up three cameras and record any exiting vehicles nightly? These poachers are clearly local, so finding a match for what has to be a large truck would not be all that difficult, would it? Obviously stopping these crimes by closing the road will mitigate any damage, but for the cost of three cameras it still seems like a good investment. If they have the nerves to do this at night, who's to say they wouldn't do it on a cold rainy day when the park is empty.
