Sounds about the same as when I went through the Zane/EHS system. Eureka High has some amazing teachers, none of whom, in my experience, were anything other than accepting and nurturing. That being said, the students, especially at Zane, are very cruel to each other. Discrimination and belittlement of all kinds runs rampant, and as long as it isn't done in front of an authority figure, it becomes one person's word against another. Combine that with the fact that most harassment goes unreported, and it's easy to see why bullies get away with their behavior.
