We need this law because some drivers have no regard for anyone but themselves and consider the trivial inconvenience of moving over for a bicyclist to be a violation of their basic human rights.
Leaving three feet is trivially easy and most drivers already do it. It's just the few psychos with delusions of entitlement who think that they shouldn't have to do it.
Banning bicycles in the road would not make things safer for everyone. More cars equals more danger. Multi-ton vehicles travelling at high speeds are dangerous to everyone. Bicyclists present orders of magnitude less danger to the public.
