It is distressing that the bond market is frozen, but it's only another piece of the economic problems of the nation. Bonds issued by governments are fundamentally loans, and California's credit rating is tanking. Everyone is hurting, everyone is on the edge of his seat. Presenting bonding as a simple fix is simply misleading and uninformative.

ADDENDUM. If you want to fix California's budget woes, repeal Prop13. Maybe double it from 1% to 2%. What's that I hear? Oh, the cacophonous union of the hippie elite and the redneck elite. "Not on my property, you don't." Hypocrisy knows no hair.
