I am sure are good people who need help. According to your article the problems are primarily caused by 12 people. Arrest the 12 and move the others to shelters or organized areas where they can stay clean and get healthy. Instead I see a city who pretends that by letting people live like this they are helping. They are destroying a beautiful area. Clean it up. Make it a tourist attraction which it should be, tax the tourists and help these people to become the people they can be. Allowing them to destroy your town is a crime not only to the homeless but to the people who live and work in this community.
Moved here 3months ago,beautiful area wonderfull weather and I am getting the hell out of here, the filth along 101 and behind the mall is the worse I have ever seen, thought eureka was a place I could take my kids to the parks, drugs filth street people everywhere,no thanks!

I don't see anything wrong with the tape. In fact after the collision with the car, the teen appeared to be ok and started to run again. Then there was nothing to follow as it did not show the arrest on the video. This video other than for the narrative during the chase is quite useless.

Follow the money. Who owns the dam(s)? Who benefits from the diversion of that water? Which political forces are at work here? I could answer these questions for you but, you're better off doing your own homework and then "doing something" about the issue after you're good and angry.
